Mayor Brandon Scott, Councilman Eric Costello and Police Commissioner Michael Harrison hold a press conference after a mass shooting at the intersection of Pennsylvania Avenue and Laurens Street in Upton on January 28, 2023.

A man is dead and two young children were hurt after a shooting on West Baltimore’s busy Pennsylvania Avenue.

The shooting occurred around 6:40 p.m. in the 1700 block of Pennsylvania Ave. Police Commissioner Michael Harrison said officers encountered two men with gunshot wounds, one of whom, a 43-year-old later died from his injuries.

Harrison said police also found a vehicle crashed into a pole in the block, and inside found a 23-year-old woman who had been shot. A two-month-old boy was critically injured and a 3-year-old boy was also hurt, though Harrison said their injuries were believed to be related to the vehicle crash.

Police initially said that they believed the 2-month-old hurt in the Pennsylvania Avenue incident had been shot, but in a follow-up news release early Sunday said that medical treatment determined that the child suffered head trauma and lacerations as a result of the vehicle crash. Police also updated the ages of the children, originally stated to be ages 2 and 6.

“This is a mass casualty incident,” Harrison said, imploring the public for tips: “Help us help you.”

Mayor Brandon Scott said people need to stop resolving conflicts with guns, and urged anyone with information to “step up” and turn in those who are causing harm.

“I’m talking to folks who look like me,” Scott said. “We as a community, we’ve got to check our damn selves.”

City Councilman Eric Costello said such a shooting would make national news if it occurred in a wealthier or white community.

Harrison said it was unknown whether there was one shooter or multiple shooters, and whether the victims in the car were struck in the crossfire.

He said one person has been detained and is being questioned about their role. He and Scott said multiple people witnessed the shooting.

“We will pursue people who do this relentlessly, we will never give up,” Harrison said. “If it were your family member, you would expect somebody to come forward, so we’re asking you to come forward and help us.”

“At what point are we going to say, dammit, we’ve got to be better, that we want to live?” Scott said. “We can be better. It’s on us. This ain’t on anybody else.”
